On November 9, the National Health Commission, the National Administration of Traditional Chinese Medicine and the National Disease Control and Prevention Administration jointly issued the 14th Five-Year National Health Informatization Plan (hereinafter referred to as the Plan), which lays out eight major tasks, five key projects and eight priority actions.
According to the Plan, by 2025, a unified, authoritative and interconnected national health information platform supporting system will be established, and the connectivity between public medical and health institutions and the national health information platform will be basically realized.
Relying on the national e-government extranet, the Internet, fibre-optic broadband, virtual private lines and 5G and other networks to build and improve the health industry network. Secondary and above hospitals can basically share their medical service information, and tertiary hospitals can share their core information nationwide.
By 2025, digital health services will become an important part of the medical and health service system. Every resident will have a dynamically managed electronic health record and a fully functional electronic health code. Every family will be encouraged to sign up for family doctor services, and several regional health and medical big data centers and “Internet + Medical and health” demonstration provinces will be built. A national health information service system featuring digitalized health institutions, networked resources, intelligent services and integrated supervision will be formed.
02 . Informatization has become a priority area of hospital infrastructure construction
Next, the state will comprehensively promote the upgrading of hospital informatization construction and take informatization as a priority area of hospital infrastructure construction.
According to the requirements of the National Standards and Norms for the Construction of Hospital Information Technology and the National Standards and Norms for the Construction of Public Health Information Technology, secondary and above hospitals continue to improve the functions of the hospital information platform and integrate their internal information systems. Encouraging the deployment of hospital information systems on the cloud, and promote medical imaging data storage, internet services and application information systems to the cloud in steps.
