The White Paper on the Construction of Hainan Free Trade Port is officially released!

On June 20, Hainan Free Trade Port issued the White Paper on the Construction of Hainan Free Trade Port (2021) for the first time, showing the achievements of the construction of Hainan Free Trade Port in an all-round way, and comprehensively describing the main policies and major measures in promoting the construction of Hainan Free Trade Port in the past year.

The first case of the use of imported licensed medical equipment in the pilot zone has exceeded 135 cases

In the field of industrial development, the Ministry of Culture and Tourism, the National Health Commission and the State Food and Drug Administration have been actively promoting the construction of Boao Lecheng International Medical Tourism Pilot Zone.

With regard to the development of an export-oriented economy, a comprehensive pilot program for expanding the opening up of the service industry have been carried out，access restrictions have been relaxed around key areas such as tourism, transportation, and medical and health to eliminate administrative barriers and improve the regulatory system.

In the aspect of system construction, the reform plan of system integration and innovation for the pilot area of international medical tourism in Boao Lecheng has been issued.

With continuous exploration and practice, Hainan Free Trade Zone has made a major breakthrough in the import of innovative medical devices.In Boao Lecheng International Medical Tourism Pilot Zone, more than 135 cases of imported licensed medicinal devices have been used for the first time, becoming an important channel for the most advanced and innovative medicinal devices to enter the Chinese market.In 2020, the number of medical tourists received by medical institutions in the pilot zone increased by 11% year on year. In the first quarter of 2021, the number of medical tourists received by Lecheng pilot zone increased by 25,392 person times, up by 932.20% year on year.The service sector contributed 95.8 percent to economic growth.

In order to consolidate and expand the achievements in the development of the medical device industry in the pilot zone and strengthen the prevention and control of trade risks, Hainan Province has continuously improved local laws and regulations, formulated the Regulations on Hainan Free Trade Port Boao Lecheng International Medical Tourism Pilot Zone, and established the Medical and Drug Administration to manage medical services and the safety of medicines and medical devices in the pilot zone.

Milestones of the first anniversary of the construction of Hainan Free Trade Port

In 2020：

On June 3, 11 key zone of Hainan Free Trade Port, including the Boao Lecheng International Medical Tourism pilot Zone, simultaneously held a listing ceremony.
On June 7, 12 international drug and medical device equipment manufacturers have established in-depth cooperation with the Hainan Free Trade Port Boao Lecheng International Medical Tourism Pilot Zone through online and offline simultaneous signings. At least 50 types of ophthalmic licensed drug and medical device will be introduced on the original basis for the construction of Super Ophthalmology in Lecheng pilot Zone.
On June 9, the first case of imported licensed drug and medical equipment in the Boao Lecheng International Medical Tourism Pilot Zone of Hainan Free Trade Port exceeded 100 cases, and 100 new anti-tumor drugs and rare disease drugs were available.
On June 15-16, the 20th meeting of the Standing Committee of the Sixth Hainan Provincial People’s Congress has voted to pass the Regulations on Hainan Free Trade Port Boao Lecheng International Medical Tourism Pilot Zone.
On September 1, the General Office of the Hainan Provincial Government has issued the Innovative Reform Plan for Institutional Integration in the Hainan Free Trade Port Boao Lecheng International Medical Tourism Pilot Zone.
On November 27, at the 2020 Leading Group (Expanded) Meeting of the Pilot Work of Clinical Real-World Data Application, the State Drug Administration’s Pharmaceutical and Medical Device Supervision Scientific Research Base has been inaugurated.

In2021：

On January 20, the International Medical Dispute Mediation/Arbitration Center of Hainan International Arbitration Court has been inaugurated in Boao Lecheng.
On April 1, the 31st meeting of the Deep Reform Commission of the Hainan Provincial Party Committee and the 30th meeting of the Free Trade Zone (Hong Kong) Working Committee were held, and the Implementation Opinions on Deepening the Reform of the Medical Security System (Draft for Review) has been reviewed and approved.
On April 15, the Hainan Provincial Party Committee and the Provincial Governmenthas issued the Implementation Opinions on Deepening the Reform of the Medical Security System.
