On April 27, the National Development and Reform Commission issued the work Plan for orderly expansion of the Construction of National Regional Medical Centers, which proposes that the nationwide planning and layout should be basically completed by the end of 2022, and that the construction of national regional medical centers should cover all provinces of the country.
With the construction of national regional medical centers, a large number of medical equipment procurement needs have been released. The plan specifies that the coverage of key diseases will be expanded, and the national regional medical centers with professional categories such as tumor, nerve, cardiovascular, pediatrics, respiratory, trauma, obstetrics and Gynecology, orthopedics, infectious diseases, oral cavity, ophthalmology and mental health will be built. The demand for medical equipment of relevant departments will increase significantly.
I.General requirement
i.Guiding ideology
Further promote the expansion of high-quality medical resources and the balanced distribution of regions, select and export hospitals from areas with rich medical resources, and export high-quality medical resources to areas with large outflows of patients and weak medical resources, so as to better meet the needs of the masses for medical services.
ii.Basic Principle
The first is to focus on key diseases and weak areas, targeted to make up for weaknesses,, and improve quality, so as to minimize the number of patients seeking medical treatment in other places, targeted measures will be taken to strengthen areas of weakness, improve quality.
Second, priority is given to the integration of existing resources. All localities are encouraged to select existing medical institutions with a certain foundation to cooperate with the introduced high-level hospitals, make full use of the existing facilities, equipment and talent team, and expand the country’s top quality medical resources.
The third is to ensure the implementation of public welfare responsibilitiesl ,Insisting on the public welfare of health and health undertakings, implement the responsibility of the government to run medical services, and fully fulfill the public welfare responsibility of basic medical services of national regional medical centers.
Fourth, national regional medical centers implement more flexible policies in terms of price, drug use, talents, and so on.
The fifth is to achieve the “three noes”, that is, the hospital will not invest, the government will not increase the risk of debt, and the burden will not be increased to patient.
iii. Work goal
By the end of the 14th five-year Plan, the task of building national regional medical centers sha be basically completed, and a number of high-level clinical diagnosis and treatment centers, high-level personnel training bases and high-level scientific research innovation and transformation platforms shall be built in areas with shortage of high-quality medical resources. cultivate a number of cross-regional medical groups that provide high-level services, and create a number of “Internet + Medical and Health” cooperation platform based on high-level hospitals, and form a group of specialist alliances with national regional medical centers as the core.
By the end of 2022, the nationwide planning and layout shall be basically completed, and the construction of national regional medical centers shall cover all provinces in the country.
II. Expanding the scope of construction
Promoting actively the construction of national regional medical centers from the pilot to the general promotion.
i. Expand the construction of national and regional medical centers to cover provincial-level areas
In 2021, on the basis of the first batch of eight pilot provinces, we shall strengthen the distribution of southwest, northwest, North and central China and expand the number of participating provinces, taking into account factors such as enthusiasm for work, current medical resources and the proportion of people who go to other places for medical treatment. Twelve more provinces, including Inner Mongolia, Jilin, Heilongjiang, Jiangxi, Guangxi, Hainan, Chongqing, Guizhou, Tibet, Gansu, Qinghai and Ningxia, as well as the Xinjiang Production and Construction Corps, have been included in the construction of national regional medical centers, covering major provinces exporting patients and provinces with relatively weak medical resources. In 2022, we will further expand the scope of construction, complete the national layout, and strive to cover all provinces.
ii.Expanding the coverage of key diseases
Focusing on diseases with high mortality, heavy disease burden, concentrated medical treatment elsewhere, and seriously endangering people’s health, construction shall be focused on national regional medical centers specialized in oncology, nerve, cardiovascular, paediatrics, respiration, trauma, obstetrics and gynaecology, orthopaedics, infectious diseases, oral, ophthalmology, and mental health. According to the actual needs of the masses for the diagnosis and treatment of major diseases, qualified places shall be supported to build national regional medical centers with multiple professional categories and strong comprehensiveness.
iii. Strengthening the capacity building of national and regional medical centers
Adhere to the principle of “mainly built by local governments, mainly operated by export hospitals and relying on the cooperation of hospitals”, the export hospitals assume the main responsibility for the operation and management of national regional medical centers, are responsible for exporting talents, technology, brand and management, improve the regional medical level, and focus on improving the level of medical talent team. Provincial governments take overall responsibility for the development and construction of national regional medical centers, implement land, planning and other construction conditions and reduce relevant costs, ensure that there is no gap in construction funds and no new debt risk, and vigorously support the follow-up development of discipline construction and talent training of national regional medical centers. The construction funds are mainly raised locally, and the investment within the central budget will provide subsidies for the construction of national regional medical centers.
