The Ministry of Finance issued a document restricting the import of some medical devices from the EU.
On July 6, 2025, the Treasury Department of the Ministry of Finance of China issued the “Notice on Taking Relevant Measures for Medical Devices Imported from the EU in Government Procurement Activities” (Caiku [2025] No. 19). This measure is a reciprocal restrictive measure introduced after the EU set up public procurement barriers for Chinese enterprises, aiming to maintain a fair competition environment and protect the legitimate rights and interests of Chinese enterprises. The notice stipulates that for non-EU enterprises participating in the bidding, the part of medical devices from the EU provided by them shall not exceed 50% of the total contract amount of the project. If a procurement project can only be met by medical devices manufactured in the EU, the above restrictions do not apply. The notification is effective from July 6, 2025 onwards. For procurement projects for which the winning bid result announcement has been issued before this, they are allowed to continue to sign contracts according to the original plan and are not subject to the new regulations.
