A few days ago, the joint procurement office of high-value medical consumables organized by the state issued the Announcement of in Centralized Volumes Procurement of Orthopedic Spine Consumables Organized by the State, marking the official launch of the third batch of consumables.

On July 21, the state-organized procurement platform for medical consumables issued the Notice on Publicizing the Relationship between Enterprises Procuring Spine Consumables in Centralized Volumes Organized by the State , including the same actual controller, the existence of a holding relationship, and the entrusted declaration, involving a total of 92 enterprises.

The deadline for publicity is 17:00 on July 24, 2022. Relevant enterprises should attach great importance to the publicity of inter-enterprise relations, and submit supporting materials in a timely manner if there is any objection. After the publicity period expires, objections will no longer be processed.

The latest interpretation: the elimination rate is amazing

The current round of national centralized volumes procurement is quite different from the previous round, and major changes have taken place in bidding rules and proposed winning rules.

Recently, China National Procurement Office has interpreted the content of Document No. 1 and explained the operation of enterprise maintenance system for the problems fed back by enterprises.

According to the document, it is mainly grouped according to the following rules:

1. For enterprises with complete main components that can be supplied nationwide, the enterprises covered by the top 85% of the cumulative intended purchase volume of the system category will enter the bidding unit A;

2. Enterprises whose supply can not cover the whole country enter Group

3. Those with missing main components enter group C.

If there are less than 20 valid declaration enterprises with complete main components in some systems, all valid declaration enterprises that meet the above conditions 1 and 2 will enter the bidding unit A.

It is clearly stated in the proposed winning rules that in the bidding units of group A and group B, the shortlisted enterprises are determined according to the bidding price of the effectively declared enterprises from low to high. The enterprises that have obtained the shortlisted qualification will obtain the qualification for the proposed selection under the condition that the price difference is controlled within a reasonable range within the same product system category and between different product system categories.

In other words, the two groups A and B will compete together to determine the shortlist, and all enterprises are on the same starting line, and group A has only one more chance to revive. There is little difference in the probability of winning between group A and group B.

Judging from the rules, the elimination rate of national procurement of spines in this round may be much higher than that of joint national procurement.

At the same time, the State Procurement Office also recommends that companies supply relevant regions according to their actual service capabilities, rather than blindly choosing to supply the whole country in order to join group A. If it cannot be supplied to the whole country after winning the bid in the later stage, it will also be included in the credit information system.

The process is accelerated and the results are expected to be implemented by the end of the year

In addition, compared with the previous time node of joint national collection, the No. 2 document of spine national collection may announce the grouping and other information after the hospital reports the intention vector, and the winning results may be released in September. Some provinces may start to implement it as soon as the end of this year, and it is expected to start landing across the country around January next year.

Compared with the previous price drop of more than 80% for coronary stents and orthopaedic artificial joints, the centralized procurement of orthopaedic spinal consumables may also have a significant drop.

From the perspective of local centralized procurement, Anhui completed the second round of price reductions for spinal consumables in July 2021, with a maximum drop of nearly 83% and an average drop of nearly 55%. The national market is larger, and the average drop is expected to be higher.
