On July 3, the Beijing Municipal Healthcare Security Bureau issued the Notice on Matters Related to the Further Strengthening of the Sunshine Procurement Management of pharmaceuticals and medical consumables in the City (hereinafter referred to as the Notice), which clearly states that it is necessary to further strengthen the comprehensive sunshine procurement management of pharmaceuticals (including chemicals, biological agents, Chinese patent drug, Chinese herbal medicine pieces and Chinese herbal formula particles, the same below) and medical consumables in Beijing，and promote the normalization and institutionalization of centralized procurement of drugs and medical consumables in Beijing.
The Notice points out that all public medical institutions in Beijing (including military medical institutions), as the main procurement body, shall participate in the procurement and centralized procurement of drugs and medical consumables in Beijing. Non-public medical insurance designated medical institutions participate in accordance with the management requirements of the medical insurance designated agreement. Other medical institutions are encouraged to participate.
In terms of medical consumables, it fully connects with the national medical insurance medical consumables classification and code, and all medical consumables included in the Beijing Medical security Information Platform drug and medical consumables bidding procurement management subsystem (hereinafter referred to as the recruitment subsystem) database belong to the city’s medical consumables procurement scope.
Fully implementing online purchasing
The Notice clearly states that all medical institutions that participate in the procurement of drugs and medical consumables in accordance with the requirements of the city shall carry out online procurement of related products in the bidding subsystem to achieve full-variety and full-dosage online procurement. Medical institutions that do not participate in the city’s sunshine online procurement and centralized procurement with volume shall formally submit application materials to the health and medical insurance departments in their jurisdictions to explain the reasons.
In principle, medical institutions shall place orders online, and for products that do not have the conditions for placing orders online, they shall log in to the bidding procurement subsystem within 3 working days of arrival and acceptance to accurately fill in the online procurement information such as procurement varieties, quantities, and prices or record registration information, resolutely prohibit offline procurement behaviors, and ensure that the actual acceptance of warehouse products is “traceable”. In case of emergency, rescue, epidemic and other special circumstances, it is necessary to carry out offline procurement, it shall log in the bidding procurement subsystem within 3 working days from the date of procurement and register and report as required.
Medical institutions shall establish a monitoring system for comparison between online purchasing data and actual warehousing products, so as to match the information collected online with the actual goods and prices and avoid the disconnect between online and offline.
The “non-internet and non-disclosure” of procurement prices is strictly prohibited
According to the Notice, medical institutions should combine clinical practice, refer to the price level of online procurement in this city, negotiate with production and operation enterprises for procurement, and prioritize the selection of high-quality and affordable medical consumables, such as sunshine online products. In principle, the agreed price shall not be higher than the historical purchase price of the unit, the price range of the city’s medical institutions and the price level of products with the same functional attributes in the city, and ensure that the purchase price is true and effective, and it is strictly prohibited to purchase prices “no Internet, no public” behavior.
Refining the implementation of centralized procurement requirements and avoid “one size fits all” approach
In terms of volume procurement, the Notice specifies to improve the accuracy of the quantity, and ensure the priority use of selected products.
Agreed purchase quantity shall be completed in strict accordance with the agreement, and settle the payment with the enterprise in time. In principle, the settlement time shall not exceed the end of the next month after the delivery acceptance; After the agreed purchase amount is completed, the selected products should still be used preferentially.
These actions of medical institutions will be notified and reminded
A reminder and notification system for medical institutions shall be established. For the online procurement rate is low, the amount of high-priced products is large, the procurement progress is lower than the schedule, the proportion of selected products procurement is obviously low, especially the non-selected products procurement quantity exceeds the selected products procurement quantity, and even the non-reported quantity is still a large number of non-selected products, as well as illegal offline procurement, not timely confirmation of the receipt of medical institutions, in principle at least once a quarter to notify the reminder; Corresponding to the medical institutions that participate in centralized procurement but do not report the quantity and still purchase a large number of selected products, combined with the historical procurement data to supervise the medical institutions to make explanations;
Medical institutions with outstanding problems mentioned above shall be notified in a timely manner, publicly exposed, and rectified within a time limit.
For medical institutions with the above-mentioned problems and inadequate rectification and notification, the regional medical insurance departments shall conduct joint interviews and supervision with the health and market supervision departments in a timely manner, and if the circumstances are serious, they shall jointly deal with the discipline inspection and supervision departments; The implementation of sunshine network procurement and centralized procurement of medical institutions in the jurisdiction shall be reported to the municipal medical insurance department in a timely manner, included in the performance assessment of medical insurance designated medical institutions, The assessment results are linked to the remaining funds of centralized procurement and the amount of medical insurance expenses for the next year.
