On March 16, the Shanxi Provincial Department of Finance issues a notice on the 2022-2023 Centralized Procurement Catalog and Procurement Limit Standards (hereinafter referred to as the notice).
According to the notice, the centralized procurement catalogue and procurement quota standard of Shaanxi Province have changed a lot from 2022 to 2023. Especially for government procurement projects involving national security or public services, it will be determined by the “provincial and municipal” competent budget department, and the county-level competent budget department will no longer confirm it.
Compared with previous years, the new centralized procurement catalogue also brings “class B large medical equipment project of public hospitals” into the scope of government procurement projects involving public services. Specific products include CT, MRI, DSA, La and SPECT.
At the same time, the notice also stresses that government procurement must purchase domestic goods, projects and services according to law. If it is really necessary to purchase imported products, it shall be centrally managed and demonstrated in batches by the provincial competent budget unit, and the procurement shall be implemented after being approved by the provincial financial department, and the municipal competent budget unit shall no longer review.
Except for four cases, it is forbidden to purchase imports!
It has long been an industry consensus that government procurement gives priority to domestic production. In recent years, while encouraging the development of domestic medical equipment, the state has also “restricted” imported products to a certain extent. For example, the procurement of imported products requires expert demonstration, the review of provincial and municipal competent units, and department leaders are responsible for the results.
At the same time, in order to further strengthen the government’s procurement of imported medical equipment, Zhejiang, Guangdong, Sichuan and other places have also issued the “procurement list of imported medical equipment”, which clearly stipulates that only the medical equipment in the list can be purchased and imported directly, while the medical equipment outside the list must be made in China first.
According to the unified demonstration list of imported products purchased by the provincial government in 2021-2022 (medical equipment) issued by the Department of finance of Zhejiang Province, there are 195 kinds of imported medical equipment that can be purchased directly in Zhejiang Province.
Previously, the “Administrative Measures for Government Procurement of Imported Products by Budget Units” issued by the Shaanxi Provincial Health and Health Commission also clarified that each unit that needs to purchase imported equipment for medical treatment, teaching and scientific research shall meet one of the following conditions:
- It is not available in China.
- It cannot be obtained on reasonable commercial terms in China.
- It is really necessary to purchase imported products as otherwise stipulated in laws and regulations.
- The technical performance index of domestic equipment can not meet the demand.
In other words, only those that are not available at home and cannot be replaced can be imported, otherwise, priority must be given to the procurement of domestic equipment.
The health care commission purchases medical equipment in a centralized manner, and only domestic equipment is required by roll call!

In addition, according to the 2022 Departmental Budget of the National Health and Health Commission” issued this year, it can be seen that the total budget for health expenditure (category) public hospitals (subsections) in 2022 is 6,680,647,700 yuan, a decrease of 656,983,000 yuan compared with 2021. Another drop of 8.95%.
At present, under the important policy of the country ” living a tight life”, the advantages of domestic equipment are becoming more and more obvious in the face of large-scale medical equipment that can easily cost tens of millions, especially in some primary medical institutions. In recent years, provincial and municipal health commissions have begun to name only domestically produced medical equipment and refuse to import it when purchasing medical equipment.
For example, the Health Committee of Ye County, Pingdingshan City, Henan Province has a budget of 16 million to purchase 1333 medical products for many health centers under its jurisdiction, and explicitly refuses to import products. Xuchang City, Henan Province has a centralized purchasing for a batch of medical equipment for 10 township hospitals, with a budget of 35 million. Similarly, the budget of 35 million also only requires domestic medical equipment…
Not only at the grass-roots level, the recognition of domestic medical equipment in many top three hospitals is also increasing. The First Affiliated Hospital of Henan University of Science and Technology recently issued a number of procurement announcements, with a budget of 30 million to purchase a batch of domestic medical equipment, including many medium and high-end medical equipment, such as Dr, Color Doppler Ultrasound, medium and high-end monitors, etc.
