Recently, the General Office of the Shanghai Municipal People’s Government issued a notice on “Several Measures on Accelerating Frontier Technological Innovation and Cultivating Future Industries” (hereinafter referred to as the “Measures”).

The “Measures” emphatically propose that in government procurement, measures such as mandatory procurement, preferential procurement, ordering and first-time procurement, and issuance of demand standards should be adopted in accordance with laws and regulations to support the large-scale application of eligible innovative products in multiple fields.

At the same time, increase the support of policies for the first set, first batch, and first edition for future industries. For eligible innovative products, provide support of no more than 30% of the contract amount, with a maximum of 20 million yuan in accordance with regulations.

The Measure is effective September 26, 2025 for a period of five years.
