On March 10, 2024, the Chinese government website released the Guiding Catalogue for Industrial Structure Adjustment (2024 Edition), which announced multiple categories of encouragement for the medical device industry. The new version of the catalogue was considered and adopted at the 6th committee meeting on December 1，2023, and came into force on February 1，2024, and the Catalogue for the Guidance of Industrial Structure Adjustment (2019 version) was repealed at the same time.
The industrial structure adjustment catalogue has always been regarded as the “wind vane” for the development of the industry, from which it can be seen that the state’s current direction of support for the development of the industry and limit the elimination of the main types of production capacity.
The policy orientation of the 2024 new version of the Industrial Catalogue is to promote the high-end, intelligent, and green manufacturing industry, consolidate the leading position of advantageous industries, accelerate the filling of shortcomings in areas related to safe development, and build a new high-quality and efficient service industry system.
The Industrial Catalogue consists of three categories: encouraged, restricted, and eliminated, with 5 encouraged categories, 6 restricted categories, and 13 eliminated categories.
The new catalog has announced multiple encouraged categories for the pharmaceutical (mechanical) industry, among which the key encouraged projects in the field of innovative development of high-end medical devices include:
Innovative development of high-end medical devices: New gene, protein, and cell diagnostic equipment, new medical diagnostic equipment and reagents; High performance medical imaging equipment; High end radiation therapy equipment;
Critical l life support equipment; Artificial intelligence assisted medical equipment; Mobile and remote diagnostic and therapeutic equipment; High end rehabilitation assistive devices; High end implanted intervention products; High end surgical equipment and consumables such as surgical robots; Biomedical materials; Development and application of additive manufacturing technology.
In the field of artificial intelligence, it is proposed to focus on encouraging intelligent healthcare and medical imaging assisted diagnostic systems;
In the field of intelligent manufacturing, the focus is on encouraging medical robots and wearable devices.
In the field of public safety and emergency products, aviation emergency medical systems, mobile medical rescue systems, health emergency disinfection supply equipment, integrated first aid and evacuation platforms for life support, treatment, and monitoring have all been included in the encouraged category directory.
The relevant person in charge of the National Development and Reform Commission stated that the Guiding Catalogue for Industrial Structure Adjustment is an important basis for guiding social investment direction, government management of investment projects, and formulating and implementing policies on finance, taxation, credit, land, import and export. For encouraged projects, approval, approval or filing should be carried out in accordance with relevant regulations.
