 National conference releases new signals for the development of medical devices
Recently (July 24, 2025), the State Council Information Office held a series of press conferences on “Completing the 14th Five Year Plan with High Quality”.
At the conferences, the National Healthcare Security Administration elaborated on the key points of the preparatory work for the 15th Five-Year Plan, pointing out a clear direction for the development of China’s medical device industry chain.
In terms of promoting the centralized procurement project, the conferences emphasized that the recently launched 11th round of centralized procurement should clarify the “four principles”: stabilizing clinical practice, ensuring quality, preventing bid rigging, and combating internal competition. The “clinical choice right” should be used to guide high-quality products to stand out, and low prices should no longer be the only option.
Regarding the reform of healthcare security payment mode, the conferences specifically pointed out that healthcare security payment reform is no longer a “cost control” tool, but an accelerator for “technology selection”, which will promote innovative technologies to be included in the scope of healthcare security payment as soon as possible.
In terms of medical service price reform, the conferences stated that the National Healthcare Security Administration has added more than 100 price items focusing on cutting-edge technology and urgent clinical needs in its project guidelines, which have been implemented in multiple provinces and cities.
Obviously, China’s medical device industry is entering the era of value competition from a “price war”. For distributors, whether they can seize the policy dividend period and lay out innovative products with high clinical value will directly determine their market discourse power in the next five years.
The profit margin of low-priced consumables has bottomed out, and the continuous expansion of volume based procurement has led to profit compression in both high and low value consumables and IVD fields due to price reductions in centralized procurement. On the other hand, innovative products have high technological barriers and are not affected by centralized procurement, which can ensure the profits of distributors.
