On March 23, the General Office of the CPC Central Committee and the General Office of the State Council issued the Opinions on Further Improving the Medical and Health Service System (hereinafter referred to as the “Opinions”).
It is clear in the Opinions that: by 2025, the medical and health service system will be further improved, resources allocation and service balance will gradually improve, major diseases prevention and control, treatment and emergency response capabilities will be significantly enhanced, the development of traditional Chinese and Western medicine will be more coordinated, and the construction of orderly medical treatment and diagnosis and treatment system will achieve positive results.
By 2035, an integrated healthcare service system that is compatible with the basic realisation of socialist modernization, with a complete system, a clear division of labour, complementary functions, continuous synergy, efficient operation and resilience will be formed, and the fairness, accessibility and ability to supply quality healthcare services will be significantly enhanced, promoting a significant improvement in the health of the people.
In terms of promoting the construction of medical and medical centers, the Opinions put forward that the construction of national and provincial regional medical centers should be carried out according to the plan by relying on high-level hospitals, so as to improve the medical services and treatment capacity of major infectious diseases, and promote the overall level of medical services at the national and regional levels.
In terms of strengthening the service capacity of grassroots medical institutions, the Opinions points out: increase the investment in traditional Chinese medicine hospitals and grassroots medical and health institutions, strengthen the standardized construction of township health centers and community health service centers, develop community hospitals, improve the setting and equipment of clinical departments, and enhance the medical service capacity of township health centers for secondary and lower conventional operations.
It is worth mentioning that in terms of improving the level of medical and health technology, the Opinions proposes to strengthen the research and development system and capacity building of clinical medicine, public health and medical devices, and develop omics technology, stem cell and regenerative medicine, new vaccines, biotherapy, precision medicine and other cutting-edge medical technologies.
Adhering to the collaboration between clinical research and clinical treatment, strengthens the important supporting role of scientific research in response to major public health events, and promote scientific research in fields such as vaccines, detection technology, and new drug development related to major infectious diseases and major diseases. On March 21, the National Health Commission released the License Management Directory for large medical Equipment (2023).
Compared with the 2018 edition of the directory, the number of management items is adjusted from 10 to 6, among which, the number of category A is reduced from 4 to 2, and the number of category B is reduced from 6 to 4, and the 64-row or above CT and 1.5T or above MR Devices are transferred out of the configuration license management directory.
The catalogue increases the single unit (set) price limit set by the underwriting clause for Class A large medical equipment from RMB 30 million to RMB 50 million, and Class B from RMB 10-30 million to RMB 30-50 million.
This means that medical equipment with a 64-row CT or above and a 1.5-t magnetic resonance (MRI) of less than 30 million yuan no longer must be licensed.
Relevant institutions believe that the adjustment of the catalogue will further meet clinical needs, optimize the layout of medical and health resources, promote the expansion and sinking of high-quality medical resources, stimulate the innovation vitality of manufacturers, and continue to promote the upgrading of high-end medical device industry.
