Online Settlement, Cracking the Payback Problem
Recently, the Healthcare Security Bureau of Hefei City, Anhui Province, disbursed the first national centralized quantity procurement drug payment of 3.08 million yuan to Anhui Tianxing Pharmaceutical Group Co., Ltd. and Huarun Anhui Pharmaceutical Co., Ltd., marking the official implementation of the centralized quantity procurement drug payment model in Hefei City, which is settled directly by the Healthcare Security fund and pharmaceutical enterprises.
To solve the persistent problem of difficult payment collection, the Healthcare Security Bureau in Hefei is exploring the establishment of an online comprehensive supervision system for centralized procurement of drugs, consumables, healthcare security funds, and direct settlement of pharmaceutical enterprises. The system has functions such as accurate data accounting, direct settlement of payments, multi-party interconnection, and comprehensive statistical supervision.
It is reported that in March this year, Hefei City, selected the city’s first people’s hospital, the city’s third people’s hospital, two third-level medical institutions and Anhui Tianxing Pharmaceutical Group Limited, Huarun Anhui Pharmaceutical Company Limited, two large-scale distribution enterprises as the first batch of centralized procured medicines and consumables direct billing of the healthcare security fund pilot units. During the pilot period, the actual payment cycle for selected drugs in national centralized procurement remained at around 30 days. Next, based on the progress of the pilot program, Hefei City will gradually expand the number of medical institutions and pharmaceutical enterprises included in direct settlement, and timely promote the direct settlement of centralized procurement of drugs and medical consumables throughout the city.
Currently, intelligent regulatory measures are gradually reversing the problem of difficult multi link supervision in the pharmaceutical industry. In terms of payment collection, online settlement and online supervision are being launched.
Starting from August 1st, Guangxi will fully implement online payment settlement for centralized procurement of drugs and medical consumables throughout the region. The centralized procurement of drugs and medical consumables purchased by various medical institutions through the national healthcare security information platform’s drug and consumables bidding management subsystem will be included in the unified online settlement scope.
The payment for medical consumables purchased through centralized procurement shall not be settled beyond the end of the following month after the delivery acceptance is qualified.
In April of this year, Henan announced the implementation of centralized procurement of drugs and medical consumables through the Healthcare Security Fund, which directly settles payments with pharmaceutical companies. A unified bidding and procurement subsystem settlement module will be established to achieve a unified strategy across the province.
Henan will rely on the provincial healthcare security information platform to build a direct settlement module in the drug and medical consumables procurement subsystem. The procurement subsystem, fund financial management subsystem, and the provincial pharmaceutical centralized procurement platform will achieve data interconnection and interoperability. The entire process of settlement application, reconciliation confirmation, and payment disbursement for direct settlement business is operated online through the information system, with full tracking and supervision throughout the entire process.
In addition, Fujian has established a unified drug and equipment payment settlement platform throughout the province, implementing territorial management and hierarchical settlement; Shandong has established a unified pharmaceutical equipment settlement supervision platform throughout the province, achieving integration and data sharing between the supervision platform and the procurement subsystem, as well as the core business systems of healthcare security in various cities.
At present, Tianjin, Shandong, Fujian, Jiangxi, Inner Mongolia, Hunan, Liaoning, Anhui, Henan, Hebei, Jiangsu and other places are exploring the promotion of direct settlement between healthcare security funds and enterprises.
