Healthcare Security Bureau ordered: from today, comprehensive monitoring of consumables centralized procurement, distribution!
Recently, five departments, including Healthcare Security Bureau of Shandong Province, Provincial Industry and Information Technology Department and Provincial Health and Health Commission, jointly issued the Notice on Strengthening the Management of the Whole Process of Centralized Quantitative Procurement of Drugs and Medical Consumables (hereinafter referred to as “the Notice”), putting forward relevant requirements on strengthening the management of the whole process of centralized quantitative procurement of drugs and medical consumables.
The Notice went into effect on April 10.
The Notice makes it clear that Shandong Province will fully rely on the national unified medical security information platform drugs and medical supplies procurement subsystem, fully carry out the whole process of supervision of the procurement of drugs and consumables with volume, forming the provincial, municipal and county real-time monitoring, graded response, up and down linkage.
Specifically, monitoring of centralized procurement of drugs and medical consumables will be strengthened from two dimensions: supply and procurement:
In terms of supply monitoring, the provinces, cities and counties will monitor the supply and distribution of each selected product and each medical institution in real time.
For procurement monitoring, the progress of completion of the agreed procurement volume, procurement of non-winning products and substitutable drugs will be monitored in real time for each healthcare institution.
According to the key monitoring content, the Notice also identifies seven refined monitoring indicators for the entire process of centralized procurement of drugs and medical consumables:
In principle, the amount reported by medical institutions should not be less than the actual purchase amount of the previous year. For medical institutions whose reported amount is more than 20% less than the actual purchase amount of the previous year, municipal and county healthcare security departments should supervise the medical institutions to make explanations and focus on monitoring in the process of procurement implementation;
The second is the enterprise supply and distribution rate index, each medical institution with agreed purchase quantity of selected drugs supply and distribution rate should reach more than 80%;
The third is the index of medical institutions’ appeal resolution rate. For problems such as untimely supply of products fed back by medical institutions, the selected enterprise should reply within 2 working days and Promise problem;
The fourth is the purchase progress indicator of selected products, including the early warning indicator that the actual purchase quantity of selected products exceeds the agreed purchase quantity by 4 times, and the purchase progress of selected products shall not be lower than the regular progress;
The fifth is Purchasing quantity index of non-selected products, focusing on monitoring whether the proportion of purchasing quantity of selected products is significantly lower, especially lower than that of non-selected products, among drugs with the same generic name;
Sixth, the change index of the purchase quantity of alternative drugs, which should not exceed the purchase quantity of the previous year;
The seventh is other purchasing behavior monitoring indicators, mainly monitoring whether there is illegal offline purchasing, irregular orders, not timely confirmation of receipt of goods and other situations.
