Recently, the Hunan Provincial Healthcare Security Administration issued the Implementation Opinions on Deepening the Centralized Procurement of Medical Consumables through Sunlight Network (hereinafter referred to as the Opinions).
In this document, the application of the Drug and Medical Consumables Bidding and Procurement Management Subsystem of the National Healthcare Security Administration Information Platform has been mentioned many times.
The Opinion clearly states that the only sunshine network platform for medical consumables in the province is the National Healthcare Security Information Platform’s Drug and Medical Consumables Bidding and Procurement Management Subsystem. By the end of 2023, the centralized and unified bidding and procurement management system for various levels and types of medical consumables on the sunshine network platform in the province will be completed step by step, achieving one platform for medical consumables to be connected to the network and covering the whole province, and eliminating the “fragmentation” of medical consumables connected to the network procurement.
Full implementation of sunshine procurement. Medical consumables (including in vitro diagnostic reagents) required by public medical institutions (including military medical institutions) in Hunan Province and charged separately for patients will be purchased and publicly traded through the bidding and procurement management system.
In addition, the bidding and procurement management system regularly collects information on the online prices of medical consumables in all provinces of the country, compares and analyses the listed prices of online products, and prompts and regulates their listed prices; it also compares and analyses the purchasing varieties, quantities and prices of public medical institutions, and prompts, warns and regulates their purchasing prices. Non-public medical institutions are encouraged to participate in the sunshine procurement of medical consumables.
For some time, the application of the consumables bidding, and procurement subsystem has been gradually rolled out across the country.

The unified bidding and procurement system not only plays a role in price management, but also helps to play a comprehensive regulatory role.
The above opinions points out that the construction and application of the provincial bidding and procurement management system will be promoted. Relying on the national unified healthcare security information platform, accelerate the standardized information construction and landing application of the bidding and procurement management system.
Upgrading and perfecting the integrated function of the bidding and procurement management system, strengthening the support for the whole process of centralized procurement and comprehensive supervision; strengthening the direct docking with the procurement system or HIS system of medical institutions, and implementing the closed-loop management of the whole chain of bidding and procurement of medical consumables, distribution and use, payment and settlement, supervision and management; and strengthening the monitoring and analysis of the data of centralized procurement, and providing data support for accurate decision-making.
In addition, the direct settlement of healthcare security funds for centralized procurement of medical consumables will be promoted in an orderly manner to improve the settlement efficiency.
It is observed that at present, many places in the country have been on the line of consumables bidding and procurement management subsystem, and areas that have not yet completed functional applications are also actively promoting related work.
On October 9, the Shandong Provincial Drug and Device Centralized Procurement Platform issued a notice that the medical consumables trading function of the Shandong Provincial Drug and Device Centralized Procurement Platform is planned to be transferred to the National Healthcare Security Unified Information Platform Drug and Medical Consumables Bidding and Procurement Management Subsystem in November 2023. Production and distribution enterprises must complete data verification and healthcare security code matching before October 31.
On September 11, Shanghai fully launched the application of the National Healthcare Security Information Platform Drug and Medical Consumables Bidding and Procurement Management Subsystem, and the original Sunshine platform procurement function was stopped.

In the aforementioned Opinions, it is proposed that medical consumables (including in vitro diagnostic reagents) logged on the Sunshine Network in Hunan Province should obtain the national healthcare security medical consumables classification and code and unify and standardize the basic information of medical consumables in the provincial bidding and procurement management system based on the national healthcare security medical consumables classification and code library information.
In addition, in accordance with the classification and code of medical consumables under the national healthcare security, the provincial medical consumables code database will improved and dynamically maintained and updated in a timely manner, so as to realize the standardized management of medical consumables; the application of the healthcare security code in the fields of bidding, purchasing, circulation, use, settlement and supervision will be promoted to achieve “code bidding, code purchasing, code settlement and code monitoring”, and to realize the information interoperability among the purchasing platforms of the centralized purchasing organizations, the medical organizations, and the healthcare security agencies.
The current coverage of uniform healthcare security codes for consumables continues to expand. The unified classification and coding helps to achieve mutual recognition of data among regions and medical institutions, and promotes the comparison of data among regions and medical institutions for consumables, with open and transparent information. It also reduces the pressure and burden on enterprises to repeatedly report product information in the bidding and purchasing process in various regions.
Under multiple measures, the environment for the procurement of consumables will be more transparent and orderly.
