Recently, the Shaanxi Provincial Public Resources Trading Center issued a public notice on revoking the qualification of unfilled national unified medical insurance information coding products.

According to the relevant requirements of the Notice on Unified Adoption of National Medical Insurance Information Code in Centralized Procurement of Pharmaceutical Devices, drugs and medical consumables that have not been filled in the national medical insurance information code, or whose code is repeated or incomplete on the provincial pharmaceutical equipment procurement platform are now made public.

Among them, more than 50000 kinds of medical consumables were withdrawn from the hanging net because they did not fill in the national unified medical insurance information code or the code was repeated and incomplete, including arm abduction fixator, ultrasonic knife head of ultrasonic high-frequency surgical integrated system, interlocking intramedullary nail, balloon expansion catheter, hip prosthesis, etc.

A total of 1821 enterprises are involved, including Wego Orthopaedics, Yuwell, Ebmedical, Medtronic, Olympus and many other well-known machinery enterprises at home and abroad.

During the publicity period (April 14, 2022 to April 30, 2022), enterprises can still supplement and improve the national unified medical insurance information coding through the provincial pharmaceutical procurement platform.

After the deadline of publicity, the products that have not been filled in the national unified medical insurance information code or the code is repeated and incomplete (including the general medical consumables products dynamically adjusted and added in February 2022) will be disqualified from hanging on the network, and the hanging on the network of the selected products involved in volume procurement will be suspended.

Previously, the Interim Measures for the management of medical consumables for basic medical insurance (Draft for comments) issued by the National Medical Insurance Bureau said that the access of newly listed medical consumables should first be coded according to the coding rules of medical consumables for medical insurance.

If the medical consumables code is consistent with the medical consumables code in the catalogue, it automatically belongs to the payment scope of the medical insurance fund, and the payment policies and rules are consistent with the medical consumables with the same code in the catalogue.

If the medical consumables code is inconsistent with the medical consumables code in the catalogue, the medical security administrative department of the State Council shall timely organize experts to review and determine whether it is included in the catalogue of medical consumables for basic medical insurance.

Promoting the launch of the national unified bidding and procurement platform

Accelerating the pace of centralized purchase

 At the end of last year, the national unified medical insurance information platform was finally basically completed.

Most provinces across the country have connected the data to the bidding and procurement management subsystem of drugs and medical consumables of the national medical security information platform, and the national unified bidding and procurement platform has also been launched.

Before the platform went online, many provinces issued an emergency notice requiring that coding maintenance should be carried out when centralized procurement of medical consumables linked to the service platform. The application of the national unified medical insurance code is an important prerequisite for the launch of the national unified bidding and procurement platform.

The name of medical consumables is not standardized and the classification standard is not clear, which hinders the price competition in centralized procurement. The unified and standardized classification standard and coding system of medical consumables will provide an important “starting point” for the treatment of consumables chaos.

With the unified national coding of medical consumables, the launch of the bidding and procurement platform and the unified access of all provinces to the national database, the difficulties of centralized procurement such as complicated classification and inconsistent names of consumables will no longer become a “roadblock”, and the rhythm of centralized procurement of consumables by national procurement and Provincial alliance will continue to accelerate.
