On June 20, the bid winning results of the equipment procurement project of primary medical and health institutions and professional public health institutions in Jiangsu Province by Jiangsu Provincial Health Commission (department level) were announced.

June 20, Jiangsu Provincial Health Commission  announced the bidding result of the equipment purchase project of primary medical and health institutions and professional public health institutions in Jiangsu Province.
According to the procurement announcement, the Jiangsu Provincial Health Commission will purchase a batch of medical equipment with a total budget of nearly 252 million yuan. There are 3974 sets of five categories of equipment, including imaging equipment, bed linen equipment, inspection and examination of five senses, mental health monitoring equipment, and pre-hospital emergency equipment, among which 257 sets of imaging equipment are clearly rejected as long as they are made in China.

In the end, except for 45 sets of general practice diagnostic system “abandoned bid”, all the other projects completed the bidding, 252 million yuan procurement project, with 184 million yuan won.
Among them, Mindray Medical won the most projects, winning 11 projects in total, with 463 sets of equipment with a total price of 48.96 million.Including: 23 Medical Digital X-ray imaging systems (flat panel DR), 35 portable color Doppler ultrasound diagnostic instruments, 28 color Doppler ultrasound diagnostic instruments, 30 defibrillation monitor integrated machines, 115 multi parameter monitors, 60 multi-channel ECG machines, 37 anesthesia machines, 27 automatic biochemical analyzers, 48 cardiac defibrillators, 33 blood cell counters (five categories), and 27 comprehensive operating tables.

In addition, it is worth noting that the equipment procurement project of primary medical and health institutions of Jiangsu Provincial Health Commission clearly stipulates which projects are allowed to import bids and which projects are not allowed to import bids, clearing the last “obstacles” for domestic enterprises to be admitted to hospital.
This is because, according to Article 5 of the Circular of the General Office of the Ministry of Finance on issues related to the Administration of Government Procurement of imported products, if the procurement of equipment does not explicitly require the procurement of imported equipment, the default procurement is domestic, and the bidding for imported equipment is invalid.
When purchasing imported products, the purchaser must submit an application to the financial department and obtain the approval of the financial department before the commencement of purchasing activities. If the Purchaser fails to obtain the approval of the financial department, it shall be deemed as refusing to purchase imported products; If there is no special indication in the procurement documents that “imported products” can be purchased, it shall be deemed as a response to the rejection of imported products, and domestic products must be purchased.
However, this does not mean that the policy completely ignores foreign-funded enterprises.

According to the Notice on Implementing Policies on Equal Treatment of Domestic and Foreign-funded Enterprises in Government Procurement Activities issued by the Ministry of finance, it is required to treat domestic and foreign-funded enterprises equally in government procurement activities. Products produced in China, whether their suppliers are domestic or foreign-funded enterprises, shall be guaranteed their equal right to participate in government procurement activities in accordance with the law.

An insider said: “When foreign-funded enterprises move their factories to China, one is to avoid costs and improve price competitive advantage. On the other hand, they can be recognized as domestic medical devices in some regions because they are produced in China.”
This also reflects from another aspect that the domestic definition of import demonstration has not been clearly distinguished and defined.
